Real Estate Opens, Residency Follows

Starting January 2026, foreigners can directly purchase real estate in major cities such as Riyadh and Jeddah, ending a ban that has lasted for decades. This is a major policy shift for Saudi Arabia, opening a new residency pathway alongside existing investment programs.

The Real Estate Owner Residency program, supported by new regulations taking effect in January 2026, targets property owners in Saudi Arabia with properties valued above SAR 4 million. Ownership of real estate valued at least SAR 4 million (approximately USD 1.07 million) is required to qualify for residency.

Requirements and Benefits

Unlike business investment pathways, there is no requirement to create jobs, making it simpler for passive investors. Foreigners simply need to:

  • Own qualifying real estate
  • Submit a separate application
  • Meet general requirements (valid passport, proof of financial means, health insurance)
  • Receive official approval

Purchasing SAR 4 million in real estate does not automatically grant residency. Qualifying real estate may support eligibility for Real Estate Owner Residency, but buyers must submit a separate application, meet general requirements, and receive official approval.

Permanent residency is available with a one-time fee of SAR 800,000 (approximately USD 213,000). The residency is granted indefinitely with no employment sponsorship requirement.

Practical Benefits

Premium residents can own real estate (including in Mecca and Medina for investment purposes), start a business without a Saudi partner, independently sponsor family members, and freely switch between employers. Premium residents and their family members can enter and exit Saudi Arabia to return without needing a visa.

Important Note: Not Citizenship

Premium Residency does not grant Saudi citizenship, voting rights, or access to citizen-only benefits such as Sakani housing assistance. This is long-term residency, not a pathway to citizenship.

Additionally, Real Estate Owner Residency requires qualifying residential real estate or usufruct rights valued at least SAR 4 million. Purchasing SAR 4 million in real estate does not automatically grant residency. You must submit an application, wait for approval, and may be denied if you do not meet other requirements.
