New Rule: Incomplete Applications Rejected Immediately
AIMA (Agência para a Integração, Migrações e Asilo — Portugal's Golden Visa processing agency) has implemented a strict "complete-file" requirement. Any application submitted without all required documentation will be rejected immediately.
This is not a change to the Golden Visa program itself. The program remains unchanged, with current investment categories still in effect. However, the application processing procedure is different.
Why is AIMA doing this?
In 2024, Golden Visa applications migrated to AIMA's digital portal, improving organization of submissions and status tracking. However, the volume of applications remains very high. This rule has been implemented to reduce processing delays.
In other words: AIMA wants to limit the number of "incomplete" applications sitting in the queue, since those would require Requests for Evidence (RFE) and longer waiting periods. The fastest approach is immediate rejection.
What does this mean for applicants?
If you are preparing a Portugal Golden Visa application, you must ensure every document listed in the requirements is present when you submit. There is no "revise later" or "submit additional documents afterward."
This means:
- Review the required documents checklist twice, three times before submission
- Do not submit an "almost complete" application hoping to add documents later
- If you are unsure whether a particular document is required, ask a legal advisor first, not after
Potential Drawbacks: What to Watch For
This rule can create challenges for people with complex circumstances. For example:
- If you are waiting for a document from a foreign bank or government agency and it arrives late, you will have to wait until you have everything before submitting
- If you submit an application and then discover a missing document, your application will be rejected — you must resubmit from the beginning, wasting additional time and fees
This is similar to USCIS's (United States) new policy effective 8/5/2026, which allows rejections without offering an opportunity to correct, changing from the agency's long-standing practice. The global trend is that immigration agencies are tightening procedures.
When did this rule take effect?
These changes are already in effect. The exact date is unclear, but according to updated sources from April-June 2026, the rule has been implemented.
What hasn't changed?
The time required to obtain permanent residency remains 5 years. Physical residence requirements remain 14 days in the first 2 years, then 7 days each year thereafter. Investment categories (€500,000 fund, €280,000 real estate, etc.) remain unchanged.
The only change is: your application must be complete from the first submission.
