Armenia Enters the Investment Relocation Market
Armenia has just announced a fast-track 5-year investment relocation program, effective from August 2026. This is a new move for the country in the relocation sector, following the scrapping of its previously planned citizenship-by-investment (CBI) program.
What sets Armenia's program apart from others? The program focuses on long-term residency rather than accelerated citizenship. Investors will receive a permanent residency card after 5 years — meaning they can leave Armenia and do not need to maintain continuous physical presence to retain their rights. This is an advantage over programs that require mandatory annual residency.
The Problem: Minimum Investment Amount Undisclosed
The Armenian government has not announced the minimum investment levels. This is a major weakness of the program at this stage. Investors do not know how much money they must invest, which sectors are eligible, or what other conditions may apply. Without this information, no one can determine whether the program is suitable for them.
When compared to other programs: Argentina is planning to require investments starting from USD 500,000 for manufacturing businesses or USD 1 million for government bonds, while Greece begins at USD 270,000 for restoration projects. Armenia has not disclosed any figures at all.
Why Is Armenia Launching This Program?
Armenia is a small country in the Caucasus region with a developing economy. An investment relocation program is designed to attract foreign capital and increase its population. However, this program is not a top government priority — it is merely one of several measures to open up the economy.
