◆ PERMANENT RESIDENCY
Portugal D7 Passive Income Visa
The most affordable legal pathway to Europe. No investment required — only need to demonstrate passive income of 920 EUR per month (this threshold is pegged to Portugal's minimum wage, which increased from 760 EUR in 2023) plus savings of approximately 11,000 to 15,000 EUR, proof of housing (rental or owned), and health insurance. Total application costs around 5,000 to 7,000 EUR — compared to 250,000 EUR for a golden visa. THE REAL TRADEOFF: you must actually live in Portugal, cannot be absent for more than 6 consecutive months or 8 months cumulatively per year. Income must be passive — employment salary will be rejected. Initial permit granted for 2 years, renewals for 3 years. Permission to work and conduct business in Portugal is available after obtaining residency status.

◆ GOLDEN VISA
Portugal Golden Visa
Since the real estate track was discontinued (2023), the primary route is an investment fund starting at 500,000 EUR. The pathway to EU permanent residency and citizenship follows a mandatory minimum residency period. [Updated 27/07/2026] THE REAL ESTATE TRACK NO LONGER EXISTS — it was discontinued in October 2023, and only the investment fund track remains. The 2026 reform has extended the naturalization timeline, so this is no longer the fastest route to EU citizenship as it once was. Current processing backlogs stand at approximately 39.6 months — the longest in Europe. [Updated 27/07/2026 — IMPORTANT] Portugal has increased the residency requirement for citizenship from 5 years to 10 YEARS for most non-EU nationals, under Lei Organica no 1/2026 effective as of 19/05/2026. The preferential NHR tax regime also closed to new applicants starting in 2024. This means the program's biggest advantage — the 5-year pathway to an EU passport — NO LONGER EXISTS. Anyone still pitching you "Portugal citizenship in 5 years" is using information that is more than two months outdated.

Frequently asked questions
No. As of October 2023, the Mais Habitação law completely removed real estate investment from the Golden Visa program — both direct property purchases and real estate fund contributions. Any advisor still promoting this option is using outdated information from at least two years ago.
Approximately 7 days per year on average — the lowest requirement among all EU investment residence programs. You can continue living and conducting business in your home country normally.
After 5 years of holding a valid residence card. Requirements include a Portuguese language certificate at A2 level — elementary proficiency that can be achieved with a few months of serious study. This is one of the shortest naturalization timelines in Europe.
Yes, Portugal permits multiple nationalities. Regarding your home country's stance on dual citizenship, that is a separate legal matter for each individual — consult with a local attorney in your home country.
Not as a new applicant. The Non-Habitual Resident program closed to new registrations at the end of 2023, replaced by a much narrower regime focused mainly on scientific research and specific sectors. If you were grandfathered into the 10-year tax exemption, verify your status.
D7 is designed for those with stable passive income from abroad — rental income, dividends, pensions, remote work earnings. It requires no large investment but demands actual residency in Portugal. It suits families genuinely relocating, whereas Golden Visa works for those maintaining their primary residence elsewhere.
Higher than many Eastern European countries but among the lowest in Western Europe. Groceries, dining out, and public transport are affordable. However, property prices in Lisbon and Porto have risen sharply over the past decade; provincial areas remain very reasonable.
Yes, and it is growing rapidly, concentrated in Lisbon and surrounding areas, with Vietnamese restaurants, Asian grocery stores, and community support networks. This is a significant advantage over Caribbean alternatives.
