Russia signed a dual citizenship treaty with Turkmenistan in 1993, under which tens of thousands, mainly ethnic Russians living in Turkmenistan, lawfully held both nationalities. In 2003 Turkmenistan terminated it, placing those people in a position of having to choose one. Retaining Russian nationality meant becoming a foreigner where they lived; giving it up meant losing the option to leave.
When told that two countries have a treaty allowing you to hold both nationalities, ask one further question: does that treaty permit unilateral withdrawal, and if a party withdraws, how are existing holders treated? This is a variant of the fourth question set out in the Tonga article, and Turkmenistan is why it exists. None of those tens of thousands of people had done anything wrong.
No. The current constitution does not recognise it, and those naturalising must renounce their prior nationality. Naturalisation for foreigners is very restricted, requiring long residence and the Turkmen language.
It is among the hardest countries in the world to enter. Ordinary tourist visas require a letter of invitation approved in advance by the authorities, and in practice most visitors must travel through a licensed agency with a guide for essentially the entire itinerary. A very short fixed-route transit visa exists. Refusal rates are high and no reasons need be given.
International human rights organisations consistently document restrictions on Turkmen citizens leaving, imposed not through a published permit but through unpublished restriction lists applied to certain categories. On paper the passport reaches 50 destinations, but that figure means something only to those actually permitted across the border.
Because large reserves do not mean large income. Turkmenistan is landlocked, so its gas reaches the world only by pipeline; pipelines cross other countries and each route is a long-term political relationship. The overwhelming share of exports flows in one direction, to China, producing dependence on a single customer and no bargaining power on price.
In 1995 the UN General Assembly adopted a resolution recognising Turkmenistan's permanent neutrality — a very rare status, and Turkmenistan is the only country holding it in this form. In practice it accompanies limited participation in regional alliances, including economic mechanisms every other Central Asian state has joined.
Currency control. There have been long periods with a large gap between official and effective exchange rates, alongside strict limits on transferring funds abroad. This is repatriation risk, and it outweighs any incentive on paper.
