MAJOR TIGHTENING effective October 16, 2025. Minimum capital requirement increases from 5 million to 30 million yen—a sixfold jump, approximately USD 200,000. More critical than the numbers: previously, meeting ANY ONE condition sufficed. Now applicants must satisfy ALL FOUR simultaneously—30 million yen in capital, hire at least one full-time employee who is a Japanese citizen or permanent resident, demonstrate 3 years of management experience, and show N2-level Japanese language proficiency either from the applicant or a staff member. The reason for tightening: too many shell companies and disguised short-term rental operations. Factoring in employee salary, realistic capital requirement runs approximately 35 to 40 million yen. Existing visa holders are assessed under the previous rules until October 16, 2028.
