Only with Russia, under a treaty signed in 1995 and still in force. With every other country including Vietnam, Tajikistan follows a single-nationality principle and those naturalising must renounce their prior nationality. The treaty therefore opens nothing for Vietnamese readers.
Because Turkmenistan signed the same class of treaty with Russia in 1993 and terminated it in 2003, forcing tens of thousands to choose one nationality. Tajikistan signed in 1995 and its treaty survives. Same instrument, same counterparty, same decade, opposite outcomes — the difference lies in one party's political decision, not in the text.
Tajik is a variety of Persian written in Cyrillic, while the other four countries speak Turkic languages. Tajik speakers and speakers of Persian in Iran or Dari in Afghanistan understand one another substantially. The state grounds national identity in the ninth- and tenth-century Samanid dynasty, and Ismoil Somoni names the national currency.
From 1992 to 1997 Tajikistan was the only Central Asian country to experience full civil war after the Soviet collapse. Tens of thousands were killed and more than a million displaced, which is why it remains the poorest post-Soviet state. The 1997 peace agreement allocated the opposition a share of state positions, though that mechanism was progressively dismantled.
It has ranked at or near the top of the world for remittances as a share of GDP for many years, at times exceeding a third of the economy, with most labour migrants working in Russia. This is the highest dependence in the Central Asian bloc, and no revenue source is large enough to compensate if that flow is interrupted.
Gorno-Badakhshan is the autonomous region in the east, in the Pamirs known as the Roof of the World. It is home to the Pamiri Ismaili community, and the Aga Khan Development Network is the largest presence in infrastructure, education and health — a rare example of a transnational non-state organisation assuming near-state functions. A separate permit is required to enter.
The Central Asian republican boundaries were drawn in the 1920s under Soviet rule in a way that left these two classical Persian-speaking cities on the Uzbek side, while Tajikistan received largely mountain territory. This is the origin of a persisting cultural dispute and a textbook case of modern borders being drawn afterwards while communities come first.
A hydropower project running for decades which, if completed to design, would become the tallest dam in the world. It is the state's largest public-finance wager and was a major source of tension with downstream Uzbekistan, though relations improved substantially after 2016. Public debt connected to the project has drawn warnings from international financial institutions.
