Because an investment passport's value lies almost entirely in how many countries accept it without a prior visa, and those decisions rest on confidence that the issuing country checks who it issues to. The island held very high-grade phosphate accumulated from seabird guano. Through the 1970s and 1980s Nauru recorded among the world's highest incomes per head. Then the phosphate ran down and the sovereign fund built from it was poorly managed and dissipated. Around 80% of the island was mined to the point of being uninhabitable and uncultivable.
