Micronesian citizens may enter, reside, work and study in the United States without a visa under COFA nonimmigrant status, with no time limit and no sponsor required. But it is not a green card: they are not permanent residents, do not automatically progress to US citizenship, and the status depends on retaining Micronesian citizenship.
In practice, no. Citizenship is chiefly by descent, and naturalisation exists on paper but is extremely restricted and discretionary. More decisively, Micronesia does not accept dual citizenship in naturalisation cases, so even a hypothetical success would require surrendering your existing citizenship.
No. There is no citizenship or residence programme by investment. Anyone offering 'Micronesian citizenship for US access' is selling something that does not exist — the same pattern as 'Palauan citizenship for US access' and 'a Marshallese passport into the US'.
Not absolutely. A 1996 statute excluded COFA residents from most federal welfare programmes, and only in 2020–2023 were some restored, including Medicaid. The treaty also permits either party to withdraw. Treaty-based entitlements are not constitutional ones.
Both were part of the US-administered Trust Territory of the Pacific Islands, but when it divided, the four entities took different political paths. Micronesia, the Marshall Islands and Palau became independent states with COFA treaties; the Northern Marianas became a US commonwealth, so people born there are US citizens.
