At independence Bolivia had a Pacific coastline in the Atacama, but lost the entire coastal region to Chile in the War of the Pacific of 1879-1884, confirmed by a treaty in 1904. Bolivia still maintains a navy operating on Lake Titicaca and the river system, observes a national Day of the Sea on 23 March, and retains the claim to sea access in its constitution.
Bolivia brought the case in 2013, arguing Chile was obliged to negotiate sovereign access to the sea. In 2018 the court ruled Chile is under no legal obligation to do so. Bolivia accepted the ruling while stating it had not abandoned the political claim.
It names the country the Plurinational State of Bolivia, recognises 36 languages as official including Spanish and 35 Indigenous languages, recognises the autonomy and distinct justice systems of Indigenous communities, and their rights to land and resources. It is among the clearest recognitions of plurinationality anywhere, though implementation remains contested.
Three documented reasons: the Salar de Uyuni brine has a high magnesium-to-lithium ratio making extraction harder and costlier than at Chilean deposits; higher rainfall makes natural evaporation less effective; and policy requiring a leading state role has complicated attracting foreign capital and technology, with several partnerships cancelled or stalled.

Spanish has the expression vale un Potosí, meaning extraordinarily valuable. But extraction rested on the mita forced labour system applied to Indigenous communities alongside enslaved labour, and the death toll across centuries was very large. Today it remains among the poorest regions in South America.

La Paz sits above 3,600 metres and El Alto airport higher still, so altitude sickness is common and can be serious. Anyone with cardiac or respiratory conditions should consult a doctor beforehand, and everyone should allow at least one or two days to acclimatise before strenuous activity. Also check whether your insurance policy excludes activity at high altitude.
