Under the 1950 Treaty of Peace and Friendship, citizens of both countries cross without passports or visas, may reside, work and own property in the other country with treatment comparable to nationals in many respects, and Nepali citizens may serve in the Indian armed forces. Few arrangements anywhere go this far between two independent states.
No. It applies only to Nepali and Indian citizens. There is no such thing as taking Nepali citizenship to reach India, because Nepali citizenship is very hard to obtain even for those born there.
Several causes layer together: proving citizenship through the mother is markedly harder than through the father, so children of single mothers are worst affected; rules for children of Nepali women married to foreign men differ sharply from the reverse; many remote families never held birth certificates so there is nothing with which to begin proof; and documents were lost in the 1996-2006 conflict and the 2015 earthquake.
You cannot open a bank account, hold property in your name, obtain a passport, sit public service examinations, and face difficulty even enrolling in higher education. It is the foundational document for everything else.
Non-Resident Nepali, a status for people of Nepali origin holding foreign nationality and for Nepali citizens abroad. The 2015 constitution recognises a form of partial citizenship for this group: residence, work, investment and property rights under specified conditions, but no political rights. As with India's OCI, it gets called dual citizenship — which does not exist.
