Myanmar's border regions, particularly those adjoining Thailand and China, host large-scale online scam compounds, and Vietnamese nationals are among those lured there. Victims are offered easy, well-paid work in another country, then moved across a border, have passports and phones confiscated, are forced to work on fraud and are held for ransom. Never hand a passport to a recruiter, verify the recruiter's legal standing, and if a relative loses contact, report to police and the nearest Vietnamese mission immediately.
It ties citizenship to belonging to one of the national groups recognised by the state, commonly cited as 135 groups, or to ancestral residence predating a defined colonial-era date. More unusually, it creates three classes of citizen with different rights: full, associate and naturalised, the latter two holding more limited rights.
Because when the law defines citizenship by a list of recognised groups, those absent from the list fall outside, and the statute need not declare anyone's citizenship revoked. This is the mechanism producing the position where most Rohingya are not recognised as citizens and hold no country's nationality.

In 2024 Myanmar began enforcing a conscription law that had existed on paper for years, covering men and women within defined age ranges. The documented consequence is large numbers of young people seeking to leave, and departure restrictions applied to certain age groups. On paper the passport reaches 42 destinations, but that figure means something only to those actually permitted across the border.
