No. Under a bilateral agreement, Vietnamese citizens with ordinary passports enter Laos visa-free for a stay period set by that agreement, and reciprocally for Lao citizens entering Vietnam. The duration can change between periods, so check before travelling. Visa-free entry does not permit working — employment still requires a work permit.
