The group of more than a hundred thousand people Tanzania granted citizenship to were Burundians. From 1972 hundreds of thousands left Burundi for Tanzania and neighbours after episodes of severe violence, living in settlements for decades with children and grandchildren born there. From around 2007 Tanzania opened a naturalisation programme, completed by the mid-2010s.
Because of the twenty mechanisms leaving people unable to prove nationality recorded here, only one remedy was completed — and it is the Burundians' story. It answers the heaviest question this site raises: can anything actually be done, or is this only recording.
No international convention compelled them, no court ruled, no enormous fund paid for it. A state decided that people who had lived on its soil for thirty years were its own, and processed the paperwork. The process had stalled periods and domestic debate, and policy toward later arrivals is tighter, but the figure of more than a hundred thousand is real and completed.
Because Burundi has very high population density and very small cultivated area per head; as land divides among generations each plot grows smaller. Land disputes are identified as a source of village-level conflict and are a major issue when returnees find their family's former land farmed by someone else.
