Overview
Andorra is a principality located in the Pyrenees, nestled between France and Spain. It covers approximately 468 km² with a population of around 80,000.
This is a place with a maximum income tax rate of 10%, the lowest in Western Europe. But before discussing the advantages, one widely misunderstood point must be clarified first.
The Essential Thing to Know First
Andorra is NOT part of the European Union. And is NOT legally part of the Schengen Area.
In practice, you can travel because Andorra is completely surrounded by France and Spain, has no international airport, and all entry routes pass through these two Schengen countries. However, legally, residency in Andorra does not grant you the right to reside or work in any EU country.
Many marketing materials describe Andorra as "European residency" in a way that leads readers to believe they can travel and live throughout the EU bloc. This is a misunderstanding — and an expensive one.
Andorra uses the euro, but through a separate agreement, not because it is a member of the currency bloc.
Geography and Climate
The entire territory is mountainous, with an average elevation of around 2,000 meters. There are no significant plains.
Alpine climate: winters are cold and snowy — Andorra is a major ski destination in southern Europe; summers are cool, around 68–77°F (20–25°C). For someone from a tropical or subtropical region, the winter here represents a dramatic change.
The mountainous terrain also means travel within the country is slow, and winter snow can block roads.
History and Culture
Andorra has existed since 1278 under a treaty dividing authority between two lords. A distinctive feature persists to this day: the head of state is two co-princes — the President of France and the Bishop of Urgell of Spain. This is the world's only constitutional system of this type.
The official language is Catalan, not Spanish — although Spanish, French, and Portuguese are all widely spoken due to the population composition.
The traditional economy has been based on duty-free shopping tourism and skiing.
Economy and Taxation
Maximum personal income tax is 10%. Corporate tax is also low. Value-added tax is significantly lower than in neighboring EU countries — the reason French and Spanish residents shop there.
Andorra has signed international financial information exchange agreements and is no longer a place for hidden assets.
The economy is small and concentrated in tourism, banking, and commerce. The domestic market is 80,000 people.
Residency Program
Passive Residency in Andorra — for people not working in Andorra.
Main requirements: deposit of funds without interest at a state financial institution, proof of residence in Andorra, health insurance, and proof of sufficient income to support yourself.
Strengths: very low taxes, good security, high-quality healthcare, clean living environment, proximity to two major airports in Barcelona and Toulouse.
Disadvantages:
Not part of the EU — as noted above, and this is the most important point.
Requires physical presence. Passive residency requires spending a certain number of days in Andorra each year. This is not a program where you buy and forget.
Cannot work in Andorra under passive residency status.
Limited and expensive real estate. 468 km² of mountains means very limited housing supply and high prices relative to the size of the economy.
Long path to citizenship and Andorra does not allow dual citizenship — to naturalize you must renounce your original citizenship. This makes Andorran citizenship virtually an impractical goal.

Who Should Consider Andorra
Suitable for people with substantial passive income who want to optimize taxes in a Western European environment and are genuinely prepared to live there most of the time.
Suitable for people who enjoy mountains, skiing, and a quiet environment.
Not suitable for people wanting freedom of movement or the right to reside or work within the European Union. Andorra does not provide this.
Not suitable for people seeking a passport. Andorra requires renouncing your original citizenship upon naturalization, and the timeline is very long.
Not suitable for people needing a business market. 80,000 people is the scale of a small city district.
