Frequently asked questions
Uganda's South Asian community formed during British colonial rule and by the 1970s had been present for generations with a very large role in trade and industry. In 1972 the government of the time ordered their expulsion within ninety days; an estimated seventy to eighty thousand people had to leave, most with property, businesses and homes confiscated.
Because it is among the clearest twentieth-century examples of a community present for generations still being treated as not belonging by a single administrative decision — no change to nationality law, no census, only an order and a deadline. It is the fastest version in this library's sequence: ninety days.
From the early 1990s Uganda enacted mechanisms to return confiscated property to those affected or their heirs, and some returned and re-established businesses. It is among the few instances of a country correcting such a decision itself, in the same group as Iraq restoring nationality in 2006.
Refugees are allocated a plot of land to live on and farm rather than living in closed camps, have freedom of movement within the country, may work and run businesses lawfully, and access public schools and health facilities alongside local communities. Kenya is implementing the Shirika Plan to move toward a similar model; Uganda has operated it for a long time.
Yes. The scale far exceeds resources, and international agencies have repeatedly warned of funding shortfalls leading to food ration cuts. Pressure on land, water and services in hosting districts is real and has produced tension with local communities. An open rights policy does not automatically come with the resources to deliver it.
Whether a person may stay or must go is not an attribute of that person but a policy decision, and policy changes in both directions. For anyone considering a nationality or residence status anywhere, what you are buying or applying for is a position within a policy, and policy is written by others and can be rewritten.
Yes, since 2009. Those who lost Ugandan citizenship under earlier rules may apply for restoration, a mechanism with specific significance for descendants of those expelled in 1972.
Uganda has discovered reserves in the Lake Albert region and is building infrastructure for production, including a pipeline to a port in Tanzania. The project is internationally contested on environmental and resettlement grounds. Uganda is the fourth country in this library approaching the knowing-the-money-is-coming phase, after Guyana, Suriname and Senegal.
