What the New Rules Are
Foreign workers with a valid work permit can now study courses or programs lasting up to 6 months without needing a study permit. Canada announced this policy on September 9, 2026, but it took effect retroactively from September 4, 2026.
The key change: Workers are now allowed to study even if the program extends beyond their originally authorized length of stay in Canada. Under the previous rules, study was only permitted if the course ended before the initial authorized period expired — a restriction that created significant obstacles for workers seeking to upgrade their skills.
Who Can Apply
The only requirement is that you hold a valid work permit. The type of work permit, when it was issued, or whether you received it upon arrival or applied for an extension within Canada does not matter.
The policy is designed to help workers already in Canada — including tradespeople, nurses, and laboratory technicians — develop necessary skills.
Important Limitations
Six months or less only. The exemption applies only to courses or programs lasting 6 months or less. If you want to study a longer program, you must still apply for a study permit.
Does not apply to full-time degree or diploma programs. The exemption does not permit enrollment in long-term university or college degree programs without a study permit.
Study rights end when your work permit expires. The right to study lasts until December 31, 2027 or when your work permit expires, whichever comes first. It does not apply if you remain in "maintained status" — once your work permit expires, you are no longer permitted to study, even if you have submitted an extension application.
Work experience while studying full-time does not count. If you study full-time, any work experience gained during that period does not count toward the Canadian Experience Class or your Comprehensive Ranking System score in Express Entry.
How to Use This Exemption
No application or testing is required. Canada has already identified eligible individuals based on their current work permits and has sent them direct email notification. You do not need to take any additional steps. If your school requests proof, your valid work permit is sufficient documentation.
Temporary Policy — Plan Accordingly
This policy remains in effect until December 31, 2027, unless the federal government terminates it earlier. This is an important consideration. If you are considering a 6-month course, complete it before the end of 2027. After that date, the rules may revert to the previous approach — you will need a study permit if your program extends beyond your initial authorized length of stay.
