No. When the Portuguese arrived in the fifteenth century the islands were entirely uninhabited — no indigenous population, no indigenous language, no prior settlement history. The population formed from people brought to work sugar and later cocoa and coffee plantations, alongside settlers and traders from many places.
Because many states use the concept of native to decide citizenship — Côte d'Ivoire used a doctrine of nativeness that led to civil war, Myanmar uses a list of indigenous races in law, Zimbabwe excluded people by grandparents' origins, Liberia wrote a racial criterion into its constitution. São Tomé shows the concept is not universal: everyone here descends from later arrivals, so the question of who is more native has no content.
The opposite. A plantation economy resting on forced labour persisted for a very long time and there were serious incidents in the colonial period. But the stratification was never written into the nationality criteria — nobody here can tell anybody else they do not really belong, because the argument refutes the speaker.
Native is not a natural fact a state discovers — it is a line the state chooses to draw somewhere. And every statelessness article in this library begins where a state drew that line and pushed a group outside it. São Tomé is living proof that a nation functions perfectly well without the concept.
It was once among the world's largest cocoa producers in the plantation era, with output falling sharply after independence in 1975. Today it has moved toward organic and high-quality specialty cocoa sold to craft chocolate makers — a far smaller market by volume but much higher value per tonne.
Because it inverts the single-commodity problem: rather than chasing volume to compete, a very small country moved up the value scale and sells less. It does not solve the economy's scale but is sensible for a country of two hundred thousand, and very few small countries dare leave the volume race. Príncipe has likewise chosen low-volume high-value ecotourism over mass tourism.
