Only a father who was a Malagasy citizen could transmit nationality. A Malagasy mother with a foreign partner, or a child not acknowledged by its father, meant the child held no Malagasy nationality.
Madagascar's South Asian-origin community, commonly called the Karana, present since the colonial era and now four generations deep. Very many held neither Malagasy nationality nor that of the country their ancestors left — born in Madagascar, never having left, and holding no nationality at all.
It amended the nationality law to allow mothers to transmit nationality and opened a mechanism for affected people to apply. This is the sixth case in the gendered-transmission sequence, after Iraq in 2006, Morocco in 2007, Iran in 2019, and Tunisia far ahead, while in Lebanon mothers still cannot transmit.
No. Amending a law does not automatically grant anyone nationality; affected people must still file and prove, and many lack precisely the documents needed to prove — the circular problem also met in Kenya, Nepal and Zimbabwe.
For its precision: one clause, one word — father becoming father or mother — closed a whole statelessness mechanism at source. Tanzania had to run a multi-year naturalisation programme for over a hundred thousand people and Kenya had to build an entire settlement plan, while Madagascar only had to amend one line, because the source sat in that line.
Before asking how to help people who have lost their nationality, ask what is continuing to produce them. Helping those already affected is work without end; closing the source is work done once. And very often the source is far smaller than the scale of the consequence.
Because the commodity has a substitute. World vanilla prices have run through cycles of multiplying several times then collapsing, driven by cyclones, speculation, and buyers switching to synthetic flavouring when prices run too high. A large market share gives no pricing power if customers have an alternative — they need only wait, or change the formula.
