From around 2008 Comoros enacted an economic citizenship law permitting nationality in exchange for financial contribution. It did not operate retail, applicant by applicant, as Caribbean programmes do, but ran through arrangements with certain Gulf states with passports issued in large batches.

A Comorian parliamentary commission investigated, raising serious issues about how many passports were actually issued, how much money actually reached the state budget, and how files were processed. There have been prosecutions in Comoros relating to the scheme, and the programme was terminated.
Many remain precarious: they hold a passport of a country they have never visited, whose language they do not speak, with no practical right of residence there. And in the country where they do live, that passport can be used to reclassify them as foreigners.
Nationality does not solve statelessness if it comes without a place to live. A nationality is useful when it gives the right to enter a territory, the right to work there, and consular protection abroad. A passport without those three is paper.
Selling in bulk is entirely different from selling by file. Serious Caribbean programmes assess one file at a time with due diligence and refusals. Comoros sold through state-to-state arrangements in large volumes and the individual assessment step disappeared. When a country issues documents wholesale without assessment, the value of every document it issues, including ordinary citizens', falls.

The lesson is that the same idea executed without controls harms exactly the most vulnerable group. What makes selling citizenship legitimate and durable is the individual assessment step — the one Comoros skipped.

The nationality consequence is concrete: someone born in Mayotte has a route to French and therefore EU nationality under French rules, while someone born a few dozen kilometres away on another island of the same archipelago does not.
